新京报讯 昨日下午，市水务局举行的“7·21”特大暴雨新闻通气会，通报称，暴雨致北京受灾面积16000平方公里，受灾人口190万人，其中房山区80万人。据初步统计全市经济损失近百亿元。具体受灾情况正在核实过程中。
灾情：转移群众5万余人
市水务局副局长潘安君介绍，全市主要积水道路63处，积水30厘米以上路段30处；路面塌方31处；5条运行地铁线路的12个站口因漏雨或进水临时封闭，机场线东直门至T3航站楼段停运，此外，降雨造成京原等铁路线路临时停运8条，已恢复7条。
据悉，全市共转移群众56933人，其中房山区转移20990人。发生2起泥石流灾害：分别为房山区霞云岭乡庄户鱼骨寺泥石流灾害，造成1人失踪，1人受伤；房山区河北镇鸟语林景区泥石流，未造成人员伤亡。
分析：局部雨强五百年一遇
潘安君说，本次降雨特点如下：一是降雨总量之多历史罕见。全市平均降雨量170毫米，城区平均降雨量215毫米，为新中国成立以来最大一次降雨过程。房山、城近郊区、平谷和顺义平均雨量均在200毫米以上，降雨量在100毫米以上的面积占我市总面积的86%以上。
二是强降雨历时之长历史罕见。强降雨一直持续近16小时。
三是局部雨强之大历史罕见。全市最大点房山区河北镇为460毫米，接近五百年一遇，城区最大点石景山模式口328毫米，达到百年一遇；小时降雨超70毫米的站数多达20个。
四是局部洪水之巨历史罕见。拒马河最大洪峰流量达2500立方米每秒，北运河最大流量达1700立方米每秒。

37人因灾死亡
新京报讯 前日全市平均降水量170毫米，为自1951年以来有完整气象记录最大降水量。最大降雨点房山区河北镇达460毫米。引发房山地区山洪暴发，拒马河上游洪峰下泄。
至昨日17时，在北京共发现因灾死亡37人。其中溺水致死25人，房屋倒塌致死6人，雷击致死1人，触电死亡5人。目前15人身份正在确认。
据悉，在抢险救灾中，房山区韩村河副镇长高大辉、燕山公安局向阳派出所所长李方洪、密云县大城子镇镇长李建民因公牺牲。

遇灾被贴条 罚单作废
擅自贴条的当事协管员被调离岗位
新京报讯 雨夜有部分车辆抛锚只能停在路边。有网友反映，昨天去取车的时候发现，原本停在路边躲雨的车被贴了违法告知单。
昨天，北京市政府新闻办公室主任王惠通过微博透露：“有网友说了涉水熄火车辆被贴罚单事，我即向市领导反映情况，领导对此事高度重视。常务副市长吉林在市应急指挥中心表示，在遭遇突发灾害的情况下，对熄火车辆贴罚单是不对的，所贴罚单作废。吉林已责成市交管局处理此事。感谢网友的监督！”
昨晚，微博北京发布厅发布消息称，交管局回应雨后贴条：1、下发通知，雨后以服务疏导为主，对因雨受困车辆联系车主，挪移清拖；2、对22日协管员擅自粘贴的违法告知单不予录入。3、对擅自贴条的当事协管员严肃处理、调离工作岗位。

交通 城区积水断路点全通
昨日21时30分，城区最后一处积水断路地点——玉泉营北侧的双营桥抽水完毕恢复通车。此时距离7月21日特大暴雨造成积水已超过24小时。
市排水集团相关负责人说，玉泉营桥北侧双营桥的泵站目前只有一年一遇的标准，排水能力低。下一步，排水集团计划提升双营桥泵站的抽升能力，同时建立客水分流系统，将桥区以外的水在进入桥区前就排掉。
机场 飞机起降恢复正常
昨日首都机场航班起降正常。首都机场各航空公司昨天提前开始办理值机手续，5点30分，所有值机柜台和安检通道全部开放。
首都机场表示，从昨天上午开始，机场的航班起降就基本恢复正常。航班按照顺序放行，目前仍有部分旅客等候乘机。首都机场提醒旅客，出行前一定要从航空公司了解航班状态。
